I had run ins with this and tried a few things. Now I carry a tomahawk and my neighbors keep their dogs up.

Shooting a dog with a pistol in one hand holding your dog on a leash while in a fight in the other hand is tough.

Shooting a charging dog with a pistol can be hard AF. To simulate at the range, take a 2-liter soft drink bottle and tie a thin rope to it. As you are on the firing line, have a buddy behind you sprint away from you (from your back running the opposite way you are facing) holding the rope. Place the bottle and rope in front of you. As he runs away, it will drag the bottle toward you (starting with the bottle about 20 yards away). Try to hit it - it will bounce and move erratically. It can be done, but it ain't exactly easy. It is best to have another buddy stand next to you, so that you don't do anything dangerous, like shoot in an unsafe direction. Because the bottle will have been shaken, it will be a reactive target - the CO2 will cause the drink to stream out under pressure. Finding a public range that will allow you do to this is probably unlikely.

For real harm/injuries you can get ugly, like wage garnishment type shite. Seems petty otherwise but totally warranted if their shite dog actually attacks and hurts someone.

Anything between .22 and .480 will suffice, but for stopping a meat middle dead in its tracks, I like a good 10mm long slide.

Dogs bark, no surprise. You may or may not get traction with local law. If this is an arms race, remain one level of escalation higher than then until amicably resolved.

actually truthful answer for you.

Ask your neighbor to properly restrain animal. this will likely go over poorly but gotta try.

look up your local ordinance. there has to be something against allowing an animal to be unrestricted particularly left unsupervised. Call in to the local responsible enforcers daily. let them know you will be a pain in their arse and call multiple times until this is resolved. recruit neighbors if you can.

not bad idea to carry your pistol while you get this done in meantime.

Search youtube. Seriously. Guarantee there will be a video series on trashy, pit bull owners. I would definitely record every encounter you have with dog/owners. Ask law enforcement what you can do and in what order to make sure you cover yourself legally.

i personally dont give a frick if its from nuture vs nature, most people that would own a pit are trashy as frick so in the end it doesnt matter.

facts are they still account for over half of all dog bites despite being less that 6% of pets.

i dont give a frick why they attack, facts are they attack way more often than other breeds.

You want them to be right to justify your anger and judgmental opinion on people you don’t know.

I own a pitbull and I’m a very productive member of society. My pitbull is more discipline and worthy than a majority of the human race.

The only trash are humans who judge others based on a dog they provide for and immediately want to kill animals, without knowing a single fact.

tOT is notorious for huge pussies who wouldn’t bust a grape in a fruit fight. 16 million pitbulls and zero have been shot by an OT member. Throw that in the statistics. I mean some can’t even breathe without asking the internet how.

Which makes me realize my pitbull is smarter than the majority here too.
