no, they haven't, you can look at their story of the bull terrier and they are quite clear that long ago some cross breeding took place and led to this group people labeled as 'pitbull'.
The AKC also details the history leading to the Bull Terrier becoming a distinct breed and its temperament is not at all like the connotations invoked by pitbull. It is not a pitbull any more than a Husky is a wolf.

I agree this is horrible and this person should be prosecuted to the fullest extent of the law. I would never leave a poor animal tethered to die in flood waters. What kind of person does this. I love all animals and take in strays that need homes. All the pets that I’ve had the last 40 years were unwanted.
But I would also never do or condone this same type of treatment to an infant tethered to the womb.
