They are is they are street legal, but even if the are street legal they are usually restricted to roads with a speed limit of 20 mph

Surfside Beach, SC in the summer is the golf cart mecca. They're everywhere.

golf carts are allowed on 30A assuming they have the appropriate equipment(blinkers,mirrors, etc.). The paths next to the road prohibit motorized vehicles and are only for bicycles and pedestrians even though they look wide enough to accommodate carts.

Same thing goes for front beach road in panama city beach.

Our cart, street legal and licensed in Florida, has one restriction. They cannot be driven on roads where the posted speed limit is 35+ mph.

They are allowed on the road here as long as they have headlights, taillights and seat belts.

officially, nothing is road legal without headlights, horn, turn signals, and license plates.

often nobody does anything about it though just like ATVs on the road

whats allowed and whats legal are often not even close to being the same thing
