On the one hand, the ones moving are here are the ones that voted against what happened to drive them out.
On the other hand, they are still so vastly politically different that they immediately align with the side here that is working to implement the same system that drove them out, and can't make the connection.
It's why politically stable countries control who they let into their citizenry, or at least what outsiders they let vote.
States should absolutely be doing this. 3 years residency before you get a vote. Done.
