Usually wait until mid March but grass and weeds already starting to pop up.

S please ask your groundskeeper if he is weed and feeding yet.

Your yard should be 50% green before you put down your first application of fertilizer.

Weeding now is good, but no feed for a while.

Unless you live in south Florida, you shouldn't be doing any kind of landscaping in February.

ETA: Weeding is fine

Seriously?I'd honestly be surprised if even his butler communicates with his groundskeeper.

Pre-emergence broad-leaf herbicide would be good.

I know pros will say an herbicide and fertilizer separately, but is an all in one weed and feed that much worse?

Looking at the radar, I'm going to mow today and apply Scott's Bonus S maybe next week after the yard dries out from the predicted showers.

Probably 5ish. After I'm done I can teach you how to hit a flop shot.

I think the Bonus-S works better in the late Spring. I'd go with some kind of granulated 2-4D, right now.

If you want specific info, I'd be willing to bet that the LSU Ag Extension office near you has location specific publications on that question. I know that the AL Cooperative Extension Service does for us.
