This is a desperate idea

These office cops are not suited for street work under normal conditions much less the Gotham city that they’d encounter on New Orleans’ streets.

Then there’s the issue of who does their desk job?

Why don’t/can’t the MPs in the national guard or 1200 guard troops be loot on active duty as nopd while they figure it out and get new recruits.

So the busiest district with the most overworked officers will never get the incentive

The Guard would have to be Federalized in order to make civilian arrests outside of the UCMJ. That’s not a small undertaking.

Everyone shits in NOPD and agrees the situation is dire. So someone makes so recommendations that reflect the dire situation and they get shite on. There aren’t many good solutions to try and get out of this mess.

Municipal police work is not the Guard's job. Guardsmen have regular jobs and lives. Kind of shitty to just rely on them for some thing any functioning city can do.
It won't ever end. When Jindal shut down Task Force Gator 4 years after Katrina, the city begged him not to. It will become dependent on the rest of the state paying for its law enforcement.

No. The residents and businesses of New Orleans either directly voted for this mess or they were too cowardly to do or say anything to stop it. Let the city fall. It's called "consequences."
