If I were a plainclothes detective now looking at going back on patrol I think I would transfer.

That would be some wild shite. Paid assassins backed by the government to eliminate suspected violent criminals with no real evidence. I guarantee New Orleans would be the safest city in the world.

What are the pre pandemic vs post pandemic staffing levels of the local troops?

Anecdotally I’ll use troop N - ie the French quarter- as an example. It was a contracted minimum 32 troops (often a struggle and resulted in overtime but that was the contracted minimum). I see nowhere near the past levels present and we have seen both the mayor and Ferguson say they are uncomfortable with the optics of “outsiders” coming in resulting in delays, reductions and drama from what I have seen at a distance.

It isn't just the optics of outsiders per se, it's the optics of a troubled department coming in and fricking up NOPDs chances of getting out of the consent decree even more.

Causing a PR nightmare because they are busy using hotels to bang whores instead of house troopers.

LSP was noted as an issue with the consent decree not being lifted.

As opposed to the complete lack of officers or path to reasonably obtain them currently being noted as a reason?

There is a path. Literally what this plan is about.

And LSP has a presence in and around the FQ, a strong one, the need for an entire troop was shown just to be a reason to abuse the power. Shocking I know.
