I was playing in my neighborhood with friends and sometimes by myself when I was 6 or 7. My parents weren't helicopter parents though and I was allowed independence at a young age.
If the kid doesn't look neglected, I would just stay out of it.
I personally think kids are too coddled these days. My 10 yr old nephew isn't allowed to cross the street by himself. His mom is doing him a huge disservice by making him a pussy imo. We need to go back to allowing kids to play outside by themselves or with friends. They don't need "play dates". Loosen the reins some.

How would you feel if something horrible happens to one of those kids when the parents aren't there and you knew already that an 8 year old was supposed to watch his younger sibling?
Maybe not rush to call CPS, maybe talk to the parents first and find out what's going on...but what's more important...safety of a young child or "playing nice" with the neighbors?

Nah, Doesn't sound like the kid is being neglected.
The frick? Even if the parents were home, they shouldn't be letting the kid wander into other people's yards, let alone an unqualified 8 year old babysitter.

You'd let yours stay home by themselves at that age

Here we go.. One of those.. "Back then we didn't have, use, do this" as if the world you lived in was exactly like the world we live in today.

Based on the info you've provided, cps will just send you a letter stating there's not enough to investigate
LA doesn't have laws on what age children can be left home alone

That's fine and dandy, but building forts and shite at 10 is a far cry from watching a 6 year old as an 8 year old.

I had a wife, kids and a full time job at 8 years old. These kids will be ok.

He's looking for other kids to hang out with. Hook a brother up and introduce him to the neighborhood kids.

To answer some of the questions posed. How can I talk to the parents? I don't know where they live. It's not on our block. My neighbors haven't met them either. They showed up 3 weeks ago.
Oh yeah, I forgot to mention they're black.

My kids are 10 and go all over the damn neighborhood on their bikes. I've let them stay home for maybe an hour or two by themselves but they are also pretty mature kids.

Sometimes parents got to make it work out as best as they can. That's why I think he should go talk to the parents first, but I think the idea a 6 yr old knocking on your door with a pair of uggs on is funny.

Why don't you talk to the parents first then offer to watch them until the parents get off of work. I don't know how you could sleep at night if you called CPS and ripped their family apart. Both parents probably have to work to make ends meet and are doing the best they can. Show some compassion

Talk to parents. Look up what the state recommends for age of care.
