In this case - Gravity is part of your propulsion (as opposed to requiring a rocket engine). IMO - Engineering the "getting you there" is easier for underwater... Creating "an enclosed environment capable of supporting human life" on the other hand. MUCH more difficult for underwater than in space.

I'd love to have some more background information on that.

I believe NASA will act as a subcontractor to private companies if you pay them to do it but I'd love to know what involvement they really had in this.

They probably designed the pressure vessel itself, and the company took the general shape of it to work off of and crumbled up all the important bits and wiped their arse with them.

I dont think carbon fiber is a poor pressure vessel material, it sounds like they just used off-spec stuff.
