When I lived there it was the law that you had to. It was also the law that if you did not, they were supposed to cancel your registration and come pick up your plate.
It would seem like they would enforce it just for the added revenue. Hogs at the trough and whatnot.

As someone that used to work at Woman's Hospital and discharged new moms home all the time....yes, yes she did. Also, working peds we would have kids come in from a car accident(which if a carseat is involved in an accident...it's not longer structurally safe and you have to buy another one). Once had a toddler that was ejected 20 feet from the car and somehow lived with nothing more than a few minor injuries(idiot parents strapped kid in carseat...but didn't strap carseat into the car). Kept telling the family that they had to go and buy a new carseat now before the child was discharged. They didn't and as I'm handing them discharge papers they ask me "aren't you guys gonna give us a carseat for free?". Had to explain that the child couldn't be discharged without a carseat and none would be given to them for free and gave them directions to the nearest Walmart. $50 and an hour later....they went home.
Some cities/hospitals do actually have carseat programs that give out carseats. Our hospital used to but they did away with it years ago to save money.

That is pitiful. Why would someone even think that should be someone else's responsibility? Not to mention, how do you just assume the hospital will give you one? Do they expect diapers, clothes, and everything else needed to take care of a child? That has to be sad, seeing the type of environment some kids will grow up in & knowing they don't have much of a chance in life.

Friends and family tell them all the free stuff places will give them for popping out a kid. I would have new moms demand "where's my free diaper bag, I know I'm supposed to get a free diaper bag with formula when I go home". They would also hide diapers and formula while they were in the hospital and ask the next nurse or nursing assistant for more diapers and formula to stockpile to take home with them.

Do you even know how much a carseat is? You can find carseats at Walmart and Target for as cheap as $50.
You know what is cheaper than a carseat? A condom.
The purpose of carseat programs that would give out carseats were for those that are truly poor and couldn't afford one to be able to have one. Problem is...people take advantage of it and those that could easily sacrifice a few manicures and hair appointments to go buy a carseat...instead just bank of it being another item they are entitled to for free.
