Definitely Bounty/Bail Bonds agents.
1. All vest were not clearly labeled "Police"
2. Cops would NEVER place the suspect in the front seat of their vehicle
3. Cops would not have parked their vehicles across the damn parking lot from the house they were raiding.
4. No badges were visible
5. Police would have secured the entire house rather than asking the residents to "bring him to the door"

Bounty hunters have crazy amounts of rights to take you into custody. In this case, those guys look stupid too. Bad idea.
