If you're talking about Gypsies, they are not Romanians. They are Romani which is a south Asian ethnic group. Nothing to do with Romania.

Exactly. I spent some time in Romania.
In Romania, the people often referred to as "Gypsies" are more commonly called Roma or Romani. In other European countries it is most typically "Roma".
The term "Gypsy" is considered outdated and often derogatory, though it may still be used in informal contexts by some.

Yeah, that’s why I use it.

Gypsies are literal Indian people who emigrated to Europe and never assimilated
The Romani people, often referred to as Roma, are of complex origin. Genetic, linguistic, and historical evidence suggests that the Romani are descendants of populations from northwestern India, likely from regions like Punjab, Rajasthan, or Gujarat, who began migrating westward around 1,000–1,500 years ago, possibly between the 6th and 11th centuries CE.
Gypsies = Roma = Romani =/= The country of Romania

These guys have Romanian names and look ethnically Romanian, not Gypsy. Romania, like most East European countries, has had a hard time with home-grown organized crime since the end of the Cold War. Ukraine, Romania, and Albania have spawned a lot of these gangs.
