The recent ice cream licking controversy reminds me of the reason we have safety seals

Within the year, the FDA introduced more stringent regulations to avoid product tampering. This led to the eventual replacement of the capsule with the solid "caplet", a tablet made in the shape of a capsule, as a drug delivery form and with the addition of tamper-evident safety-seals to bottles of many sorts.

food tampering laws vary from state to state... but yes it is illegal
I'm sure it would be a misdemeanor and she would face a severe fine
just think an idiot like that should be perp walked in front of all the media like a murderer... just to shame her and hopefully dissuade any more potential copycats
