Most of the people who receive this will not know what to do with it and will highly likely blow it within two years and fall back to their original situation. So look at it as a stimulus to the economy.

This looks to be 25% of their annual budget for one year.
Oregon annual budget is about $40 billion.
Africans are 2% of 4.2 million, or 84,000 folks.
At $123k each, that’s $10.3 billion. So 25% of one year’s budget. I’ll tell you, folks, if we could spend that amount and put an end to all the BS, and not hear them whining constantly, I’d do it in a heartbeat!
Of course, for an average state it would be 6 times as much because Africans make up 13% overall.

Well then they wouldn’t qualify if you were to read. It says they have to be a resident for at least two years prior to date of filing application. The deadline to file is less than 2 years.
