When asked if his decree today was enforceable, he said he doesn't want to have to enforce it, but he will if he has to.

When I get off work in morning I’m going to Lowe’s and getting vegetable plants. I’ve been staying home other than store some but I’m at least getting my plants for sure before damn Lowe’s gets shut down, you never know

The state is halfway through a two week staycation. If this thing isn't killing large numbers by then people are going to ignore the stay inside orders.
