I think it's silly to play the lottery but I don't agree with the idea that it's a poor man's tax. It's voluntary. If poor people (or anyone else for that matter) want to use their money on the lottery then more power to them. It's not my job to manage your money, and vice versa.

In LA the per capita spending on the Lousiana Lottery is $100 per year. That's per capita! Think about how many people do not buy tickets to bring that average down. That means a lot if people are spending at least several hundred bucks or even thousands on the lottery every year.
Now realize that only 53% goes to prize winners. And then they have to pay taxes on top of that.
It's a terrible, evil tax that really is mostly applied to poor people. Also it's probably the most genius way to collect money for government, since no one complains about being taxed.

With a lottery ticket, they're getting the dream. If you buy a lottery ticket early in the week, you get to imagine and plan your life as a millionaire for a week. When I go to a $10 movie, I am distracted for 2 hours, and typically forget all about it when I walk out. $10 worth of beer will distract you for more than 2 hours, but not much more. I don't know much about meth prices or duration.

I usually don't Spend much, just a couple of tickets. Statistically your chances of jackpot don't change much if you have one ticket or ten.
I also never understood scratch offs, seems like a total waste, though in places that have ticket machines and scanners, I like to buy them and scan them no scratch. But I HATE people in line at the C-store who sit there and pick out the scratch offs one by one.

What about my brother...he gets SS for his disability. It is not something he paid into. It is very much "government assistance". He also works a part time job at a grocery store (but can only work 20 hours a week or he loses his SS disability).
