They should block them in, arrest them, and impound their vehicles. Losing their rides and having to pay a hefty fine to get them back would put a stop to a lot of this.

OK. But don't blame me for the ridiculousness. And to be fair, I ask this same question here to all of my Presidential election year newbs around me who didn't give a shite prior to November 2007. Local vs National is a joke. But you know that. I'll post Lafayette in a bit.

It's both.
As a general rule, liberal leaders are soft on crime. They eschew the Broken Window theory (going so far as to claim it as a fallacy), thus small crimes are allowed to go unhindered as they seek to explain those low-level crimes as part of some greater social need being unmet (ie: "it's not their fault").
Part of human behavior, especially that of the young (which makes up the majority of these events) is to constantly test boundaries. If they aren't encountering boundaries adequate enough to dissuade them from a behavior, they're going to keep doing it with some escalating the behavior.
To the liberal, this expands what crimes are considered "low-level" enough to be excused (see: California allowing thefts up to $950 being considered misdemeanors, for example).
On the other side of the aisle, conservatives have indeed just given up. You can only tell people what they are doing isn't going to work for so long. This compounds when those others determine that the "real problem" is that they just aren't doing enough so they double-down then are flummoxed when things get worse instead of better.
Eventually, the problems will get so bad that the only way to change things is for harsh punitive measures to take place. At that point, the liberals will bemoan those measures as being "draconian" and cry for leniency. Conservatives have already given up, so guess what happens. Rinse and repeat until whenever.

Agreed but its not so clear cut. Remember the soldier in Austin who killed someone while protecting himself in his car? He was charged and convicted with murder and it took Greg Abbott stepping in to pardon him. This is in PA so you would be screwed without someone like Abbott
But in this specific one, it is clear as day. That cop could have hit the gas and ran over 30 people and it would be completely justifiable.
There's no logical argument to say he shouldn't have feared for his life in that moment. Not a single rational or logical argument can be made to that.

If these actions were met with more force and then those acting in the interest of an actual stable society were not made an example of this shite would stop pretty quickly.
Humans are going to act like assholes at times when there are no repercussions.
