90% of the Sam Houston Tollway have toll booths where you can stop and pay. The other parts and other toll roads make it very very clear: “EZ TAG ONLY” and “NO PAY BY MAIL”.
I’m Harris County only, you can add your visitor’s plate info to your EZ Tag (toll program called EZ Plate).

Passive RFID in a renewal sticker would not be that more expensive on a mass scale, and that cost would be passed on to the taxpayer in their renewal anyway

Passive rfid can be embedded into a sticker for less than 25cents. The current EZ Tags have passive RFID tags.

I went through the Sam Houston toll without a toll tag or stopping st the toll booth. Looked up on their website to see if I would get a ticket and it said once a year you are allowed a pass where you can pay the toll online after the fact. But if you do it more than once in a year you get ticketed.
Ran through it because I was used to driving through Austin and Florida tolls where they send you a bill in the mail.

Actually, it is a tag flipper. You can buy them on eBay, Amazon and I assume a lot of other places.
