From Google Earth that place looks like Venice La in the '80. A ton of straight, man made paths thru unpopulated areas. Its open gulf now in Venice.

They probably don’t care. When we were buying water rights out there for frac jobs we always had to fly to Vegas, New York or Florida to meet with the land owners. Very few were local.
