I honestly don't know what you do with them short of incarcerating them against their will. Some of them are down on their luck, and with the right services can reintegrate into society. But a lot of them are mentally unstable and/or addicts, who would rather live a sketchy lifestyle than abide by the rules of the organizations trying to help them. The shelter won't let them drink or drug, so they live on the street (or in the woods).

They're doing some sort of "outreach" there today. They brought everyone doughnuts. I'm not kidding. Check the EBRSO's Facebook page. There's pictures.
