I'm not sure but it might not be a Napoleonic Era field artillery piece. It looks like it dates AFTER the year 1815.
If it is actually made after 1815, that would make it a Civil War Era cannon, and, well, if so, we have our reason why it was taken away.
But the city should provide an explanation.
