It's actually becoming a NEW ocean. Not used to be.
So it's technically the same as the Atlantic Ocean or Pacific Ocean...just really really new.

So when I initially came up with the question I didn't think about water depth...only about thickness of the crust. Where crust is being made -- at divergent boundaries -- it is thinnest. And it rises because the mantle is pushing up on it.
So it kills two birds with one stone. Higher ocean floor, thinner crust, less pipe.

Here's the answer to question 2:
This series of rocks is actual pieces of crust, lower crust, and upper mantle (all together called the lithosphere).
It's called an ophiolite sequence or suite.
This is how it gets preserved and not subducted and destroyed:
green = ophiolite
(it's the green part that's pushed up on top of another piece of crust - I don't necessarily like this figure)
