Being the dad of a 7th grader, who just turned 13 a couple of months ago, I might have met her, but it would have been to punch her in the mouth.
It would be different if he was 15/16 but 13 hell no!
On a related note, all of my teachers in school were old LOL!

Obviously there are exceptions, but 13 year old boys are not cognitively prepared for that. It can completely frick up how they look at intimate relationships in the future and potentially cause them to engage in riskier activity as they age.
Do yourself a favor and look through your 7th grade yearbook at all of the boys. Then tell me if a normal, full grown woman should be interested in any of them.

In my case, it lead to an overwillingness to please coupled with a completely destroyed view of a healthy sexual relationship.

The link you provided is to an article that, by virtue of its title, concerns PRE-TEEN boys.
13 is young, but, many boys at age 13 are ready for sex with females, IMHO. At age 14, the boys are ready for sex with females. 15? Come on, folks. MOST kids who are Sophomores in high school are having sex.
