Because once they are hired, you can never fire them.
The risk of litigation is all but a 100%.
I've seen it... HR depts will let them get away with murder before firing one.

The only "workers" getting threatened are not your routine cashiers and stock boys, it's the corporate management agenda pushing "workers".
And there haven't been any violent confrontations, unless you count the guy who knocked over the pride signs in one random store.
If that's a" violent confrontation" , then how do they define all of the smash and grab shoplifting events?
