Vintage Park HEB at 249/Louetta is usually crawling with them-and with a nice selection of Asians too.
The Whole Foods is ok too but not too many come into the beer bar area where my butt is usually planted.

I certainly have noticed the drop off in the quality of their overall clinetele over the past decade or so. Target isn't as "upscale" as it once was.

Target has too many house brands and not enough national brands.
They don't have a lot of nicer stuff in the grocery department. I could not find any marinated artichokes in a jar (e.g. imported from Spain, the best kind). The bread selection was comparable to Walmart.

Target on Millerville has always been a winner on weekdays and hour or so before school let's out.
These places rarely let me down:
Maxwell's
Zoe's
Whole Food's
Jason's Deli
CSAL sporting events
Parking lot of Cheer Force (if you have business there, otherwise it's creepy)
Pediatrician's office (See preceding caveat)
