If it is typically level two and has been around like you say, why is there no vaccine? And why do all the experts on tv say it is a new virus? Talking about covid19 here

CDC recommends most work to be done under BSL2, excepting for the initial culturing/extraction phases when you are dealing with very high potential infectious doses. Then you do BSL3.

Still no 4.

So again. Why waste the benchtop space. It’s well known to be a military BSL3 facility in china. Why not there instead?
