Your point is that Obama's response to the attack in California was weak therefore would our response to another similar attack (similar per the framing of your scenario) be similarly weak. I don't think ISIS was behind the attack in California, rather ISIS sympathizers, which to be honest scares me a lot more. Instead of people from Sryia coming here and doing their jihad, we just have radicals doing attacks like this.
