I'd be telling those people to frick off and I will see you in court if that is what it takes.
You can't force people to make their homes unsecured.
This is no different than telling people they have to leave the front door open at all times.

they need to also mandate no curtains and never locking any doors as well while they are being liberal/stupid 
if this is true then the HOA has to be personally liable for anything stolen out of these garages as well as providing security to watch over them. cant see how this can stand up to a lawsuit
