There’s a simple solution. If they consider themselves dog, then treat them like dogs. If you bite someone, you get sent to the pound and they put you down. Oldmanbeasley has solved another issue.

Why are schools afraid to say you can't do that? I don't get how that would be offensive. Especially given that they're saying they don't think they're animals they just think it's fun to dress up like one. Society doesn't have to indulge every little fantasy that one might have.
