The current commander, Navy Rear Adm. Peter Clarke called it “structurally safe” in May, nearly two years after a former commander of the U.S. Southern Command, now retired Marine Gen. John F. Kelly, told Congress it had become “increasingly unsustainable due to drainage and foundation issues.”

Unsure why you're giving me the crazy symbol. It is well known that the risk of landslides and flash flooding is much increased in Haiti because of their environmental history. It isn't some off the wall statement.

From that link; a second source saying a CAT 2 when it nears the States. Something tells me no one really knows if it will weaken or strengthen until it happens?

That is a high-end, strong Cat 3 for the worst part, but GB might only have weak Cat 1 or strong TS force winds IF that forecast verifies. The wind field with Matthew is very compact with hurricane force winds only extending about 35 miles from the center.
