So basically it appears that the state is now trying to kick the can further down the road, and banking on another year long (or more) investigation to help defuse tensions surrounding the case.

I'll guess it's a stretch to say "DOJ told us". Most likely somewhere in the DOJ info is a witness statement saying that. Seems like if the DOJ felt that was legit it would be a pretty big negative on the officers
