Yes. The correct way is to have been proactive about it and coated the road first, and then came back today and coated again. Instead, everybody is standing around scratching their heads at a layer of solid ice on all the major roads (which won't thaw out today). And now, everybody is stuck. So the great governor decides to declare it a state of emergency to pay for the unused salt sitting in a DOTD warehouse somewhere.

Doesn't matter because school districts have built on days for these exact things.

Also a school year is not based on days, it's based on contact minutes.
