How about the elected officials of Ferguson. I mean isn't states rights a rallying cry?
That being said, a plan B/C would have been having the national guard on alert to mobilize if necessary. We got national guard assistance in Birmingham for an ice storm in January so I'm pretty sure they would have been available for a riot
