Probably not but young families that cant afford private school move to or stay in St George instead of moving to the surrounding suburbs.

True, but public schools are a MAJOR issue for middle class voters. A lot of parents are willing to forego the convenience of living near their place of business for their children's benefit.
Keeping those people and their tax dollars in East Baton Rouge will be a huge long term boost for the region and Baton Rouge in particular.

It already offers less crime simply by not being in NBR.

It's an attempt to address at least one. The quality of schools depend mostly on the quality of the students attending them.

The lack of services they will provide will be bad for both. I don't see how you get around the legal issues with the schools.

According to the 2010 census and Wikipedia,
Zachary ~15k
Centra ~ 27k

If the public schools in a hypothetical St. George ISD are as good as Central or Zachary, a lot of them will. Not all, but a lot.

Like what, specifically?
What public service is provided by EBR that is not provided by Ascension and Livingston that would be readily used by a demographic like the proposed St. George?

I know. I was alluding to the fact that no person was annexed into BR City last time. They systematically hopped over residential areas to capture commercial taxes.

It's actually common in every state to allow annexations that follow streets but capture no actual property to "link" one area to another.
Baton Rouge annexed some businesses like that. Those businesses don't need a nice school district, but probably would appreciate the high rating of Baton Rouge's fire department. Of course Baton Rouge wanted to undermine the potential future city of St. George by eliminating portions of their sales tax base.
I just noticed that the new Pecue Lane interchange and surrounding area is still in the St George limits.

Better roads, sewers, etc. Of course we are just talking more about being "less crappy" and not necessarily superior infrastructure.
The schools in East Baton Rouge outside of Zachary and Central suck pretty badly. Those are huge public services that middle class taxpayers actually rely on.
And nothing is really stopping Ascension and Livingston from passing their own local taxes to improve their infrastructure either. They will eventually have to do it. Ascension is actually already working to improve their craptastic sewer system.

Central and Zachary still do not come close to comparing to Catholic High.
Baton Rouge metro area has the 4th highest percentage of students attending private schools in the country, based off stats in 2014 LINK. New Orleans metro was 1st. That's pretty telling considering a very large portion of that metro area is considered Livingston and Ascenion, all public school attendees pretty much. The number is 19% in the BR metro area that attend private school. What do you think it is in St. George? closer to 50% i would assume when you don't have to count the public school attendees in Ascension/Livingston/Central/Zachary. It's a mindset with most of these families that they are going to send their kids to a private school. That will not be an easy mindset to change. All of the people that attend private schools in BR, could have easily moved to Zachary, Central, Praireville or Livingston, but they don't do that for the most part.
