He's geographically limited. Peak level performance primarily in densely populated urban settings. He's gotta have those sky scrapers and shite to self actualize and be all he can be. What is he without them?
Put him in the suburbs, with those strip malls and McMansions, what do you really have? Ok, he's got some skills and webs and whatever else but without at least a few four story buildings, his game is really limited.
He's almost as shitty a superhero as Aquaman.
