My other suggestion besides guard rails is to mandatory a 5ft distance law that if you come within 5 feet, you will be reprimanded.
Also instruct all riders to not hand anything or throw to anyone close to the float. A lot of people follow the floats and try and get riders to hand them things, not once looking down to see if there is someone they will trip over or knock over.
