The goal was to keep people employed thereby allowing businesses to use payroll money to survive with less/little revenue.

All that likely applies to churches too. That some churches may or may not have needed it and took it anyway is a fair point just as it is for businesses, and perhaps more so because of the ethic that churches should practice.

But I don't think there is any overarching reason why churches should have been exempt from PPP. Given that their revenue streams are charitable in nature and it was a period of pretty major uncertainty, one would think they'd be in jeopardy of having to stop paying employees, particularly if they were shut down by the government and said employees had no real work to do.

Correct me if I am wrong but wasn't the original PPP bill fully bipartisan and bicameral and signed by an R?

Passed by Ds and Rs and initially signed by an R and extended by a D.

It was the costs of government shutting down business.

Churches that have schools still had large payrolls for their faculty/staff. I was thankful that our church/school did pass on some of their PPP money and refunded our May tuition payment after they secured their 'loan'. They also gave us the option to donate our refund to the Annual Fund, but we declined
