I’m going to go with no one, since there isn’t a title for that. I think originally it was that, but now it’s just like Chief Justice of the US, not of the SCOTUS or something

I couldn't answer for certain either way, but I'll take the data results from a Congressional Research Service report to congress, and NOAA's official measurements (2016) LINK, rather than an article from the 2000 World Book Encyclopedia.
