So this whole thing going on in Hong Kong is because of a guy that murdered his girlfriend

This isn't unique to Hong Kong. Fleeing to another country to avoid facing prosecution and prison in your home country happens all over the place.

As you may, or may not know, the Chinese government has a history of having dissenters 'disappear' or ethnic groups they don't like being exterminated or put into concentration camps. Understandably the people of Hong Kong (HK has been basically separate from China and is completely democratic and capitalistic) are quite sceptical about giving the Chinese government the power to extradite people for any reason they choose. Like posting something on social media that condemns the Chinese putting millions of Muslims in concentration camps, for instance.

HK is also very different from China culturally, and they feel this is China putting a noose around their neck. And they feel so strongly about it that up to 10% of the population is protesting and they've been doing it for weeks.

The protests are more about China's attempts to exert its totalitarian rule on Hong Kong in defiance of the long-standing agreement the two have had. China has a horrible justice system, so it's no surprise this alleged murderer fled to Hong Kong. The protesters aren't protesting to protect this particular guy, but protesting to protect themselves from an unjust Chinese government. They are not friendly to dissenters, and most Hong Kong residents don't have a favorable view of the Chinese government.

I would have thought provisions would have been made for extreme cases like this. Sorry for my ignorance, I figured posting here would give me a head start on reading up on it.
