LSU publishes a "Fall facts" release each year detailing out their expenditures as well as enrollment/grad rates

That is true, but they easily could have increased tuition without asking the students, and instead of adding onto the UREC used the money for maintenance.
When you see massive projects like the apartment projects surrounding Kirby Smith, the Gateway project, the Barnes and Nobles/parking garage, Patrick Taylor upgrade, UREC, the Business College which all have been recently built and you consider the remodeling done to the Music building, French House, Student Union, multiple dorm upgrades, and all the smaller projects you realize that LSU has seen a lot of construction and replacement projects already.
And I didn't include athletic department projects or TAF projects on that list.

Blame your state legislators! They easily appprove public/private projects such as the ones you listed. however no private party wants to help raise money for building maintenance
Nor will students approve a fee to be added on for what is very reasonably expected to be a state funding obligation

Expenditures in 2004 approx. 593.6 Million dollars (education and general + auxillary enterprises)
2016 994.7 million in expenditures (ed and gen+ aux. ent.)
Now I don't know if they have kept up with inflation, or with their mission, but using the link you posted LSU spent approximately 400 million more than they did in 2004 which is about a 67% increase.

I'm curious if they will hold up their offer when I transferred to LSU. They said (2 years ago) that whenever it was finished, whatever time the facilities weren't at full capacity whenever I was in school, they would allow me free usage as a graduate to make up the difference

Thats the LSU system not just Baton Rouge campus.
But just walking through campus you can see the neglect. Many buildings desperately need a pressure washing, not to mention basic maintenance.
The Jindal budget cuts set LSU back about 10 years.
LSU will have another problem soon though. If the NOAA and EPA budget cuts come to fruition it would have a great impact on LSU. LSU scoops 44% off each grant that comes in to the university. Not to mention the LSU SeaGrant program ending, losing those employees. Would you happen to that building and the additional funds they bring in?

You can't use monies designated for one thing for another. And they do increase tuition by around $500/semester now

They add random fees or tuition, whatever you want to call it. Everyone has to pay the same total before paying for their specific college fees. The college fees don't usually increase. The University fees /tuition do every semester
