Mexican authorities should just release a simple statement:

Mexico would like to express their deepest gratitude to Sean Penn. Without his assistance in helping to locate and provide us with detailed information on El Chapo's whereabouts, he would likely still be free.

I don't want him dead, I want him held to the same standards of criminal justice that you and I would be subjected to if we were to have known the whereabouts and met with a wanted fugitive responsible for the murders of Lord knows how many people on this continent. His arse should be rotting in Leavenworth for the rest of his days for this, but since he's a Hollywood douchebag he's somehow above us all and not worthy of being punished.

I'm not defending him but what law SPECIFICALLY did he violate. Simply failing to report the whereabouts of a criminal is not a crime.
