According to the article, the penalty for breaking this law is between 6 months and 3 years in jail.

They even called them rumors in the article and only spoke to one club member who was mad about his run ins with the law. It may be legitimate, but it could be a butthurt outlaw complaining to an online motorcyclist club newsletter or whatever this is.

Technically you can wear a helmet and not have your face concealed at the same time.
