3. Are you saying the bum can harass hardworking people but when HE is approached, you call that harassment?

Not really. If Siegen gets a reputation for being a dry well, no one will go there. The ones that go there will give up soon after. This is 1000% the fault of do-gooders thinking they're changing the world a couple nickels at a time.

For drivers of Siegen, I would say the bum is harassing them* daily; it need not be "aggressive" nor physical.

Had a situation where my son and I were going into Subway on Jones Creek. There was this "Guy" sitting along the sidewalk about 30 or so feet from the subway. As we approached the guy said God bless you man, could you spare a few dollars? My son looked at me and I said sorry I don't carry cash (Which I never do), Are you hungry I can buy you a sandwich and stuff in here I said back. Never mind is all he replied, and I too the opportunity to tell my son, "See son, that's the difference in being down on your luck and being just a plain ole bum."
