Should "courtesy flushes" be mandatory ?

A coworker of mine takes at least 2 shits a day at work. As an act of decency he should make a second flush but never does

Toilets should only be flushed every 5 shits, or 20 pisses; whichever comes first.

Courtesy flushed my home toilet while reading this. I wish everyone did. Prevents clogs and keeps smell to a minimum.

But then they wouldn't be courtesy flushes. They would be mandatory flushes.
And what do you define as a courtesy flush? The courtesy flush has always referred to the initial flush after the poo has hit the deck and before wiping has begun so that the smell doesn't spread.

I'm a firm believer that if you time the flush to start the moment your last piece of shite leaves your body the smell is very minimal

seriously though, anytime a turd isn't full submerged in water, a flush is necessary. Even 1/8" above the waterline is trouble.

Being submerged has nothing to do with it. Smell does propagate through liquid very well.

Nope. Unless its wet shits and I'm trying to avoid the diahrrea water splash, I don't courtesy flush in public restrooms. Like to see if the person in the next stall says anything about the smell or hit an unsuspecting victim that uses restroom right after me
