Looks good in the summer when you're wearing some nice shorts. Of course, it has to be one that is cut to be worn untucked.
I'll wear one sometimes with pants but I don't do it a lot.

Is the OP talking about a semi-casual shirt meant to be worn untucked with shorts in lieu of a polo shirt or T-shirt? Answer is YES, I think it is dressier than either of the two other options.
If he is (God Forbid) talking about a short-sleeved dress shirt, then the answer is a resounding NO! This doesn't even begin to address the egregiousness of wearing slacks and a tie with a short-sleeved shirt. That doesn't bear discussion.

I feel for the guys who are required to wear dress shirts and ties during the middle of the summer. Like an earlier poster said, car salesmen, or teachers who work in labs. have no good sartorial options.
