Negligent seems like a gentle term for the FBI right now.

I know it’s not going to mean much to the victim’s families, but if the FBI was tipped off and didn’t act.... they are about to get paid.

Maybe it's the way the full article reads, but it sounds like the person who alerted the FBI had a pretty solid idea of exactly who the kid was.
