Actually, we know exactly what it takes. A GED and a 90 day crash course on how to be a cop. You're not impressing anyone by running a mile and half in 15 minutes. Take that bullshite somewhere else.

Answer to your question is that they make money off those services. They don't get anything extra for patrolling the streets. They are keeping the money flowing but turning the spigot off on free services
