You, Pride and many others nailed it when he slipped in that things improved 2 weeks after the mandate started.
Justified extended because of what we’ll deal with next few weeks post storm and we need the hospitals to deal with these storm related urgent situations.

What pisses me off is the fact he didn't mention one thing about Afghanistan. Really? As if a hurricane is any worse than what is going on over there.
