That sounds like sex trafficking. Anytime Russians or Eastern Europeans are involved in shady dealings with women, it’s always trafficking.
Prostitution was legal in St. Maarten and the women had prostitution visas. They changed the law to combat sex trafficking. The employers could no longer hold the girl's passports, but everything down there was shady because the entire island is a money laundering scheme for multiple international criminal organizations. The police and politicians were always getting arrested by the Dutch National Police for corruption.
