Spoonful of peroxide immediately, they will vomit within a few minutes.
Then search and find responsible owners for the dog.

How about calling the emergency vet and asking them what to do?

You can call the emergency vet and see if you need to bring him in. They will let you know whether it's an emergency situation or not for free. Call medvet and see if you should bring him in.

Watch for persistent vomiting, significant abdominal swelling or pain. Pay extra attention to him for the next couple of days. He will probably be fine but take him in if in doubt.

I knew a dog that ate quikrete once. He was fine. He also was hit by like 2 cars and ate an entire bag of hersheys kisses too. We joked that he was confused and thought dogs had 9 lives too. He finally died at a ridiculously old age.

I say just wait it out. You'll have more concrete evidence when he takes a dump tomorrow

No problem. The worst that will happen is the concrete sets and forms into a block making him carry extra weight. The good news about that is the extra weight will keep him from junping on furniture, the bad news is you'll have to leash him up and pull him via skateboard as his legs will no longer support.

He will be fine. Mine did the same thing and he is perfectly fine. Stop worrying.

This thread solidifies my love for the OT. Always coming through with the hard hitting comments that cure me right up when I'm feeling lower than the pavement.
